Das Design des Elyseé stammte aus der VR China und ist eine Weiterentwicklung des Citroën ZX. Viele Teile, auch das Armaturenbrett, entstammten dem Citroën Xsara.

Die Ausstattung umfasste unter anderem ABS, eine Servolenkung, elektrische Fensterheber, Zentralverriegelung und ein CD-Radio.
